Practical setup: CBRE/Prodensa for the location decision, then Mexican labor counsel for union strategy, collective bargaining, employee relations, and compliance.
Expanding manufacturing into Mexico requires balancing regional infrastructure, logistics, and deep navigation of Mexico's modernized labor laws (following major reforms emphasizing legitimate union democracy and collective bargaining contracts).
Depending on whether you want to set up an independent operation or use an outsourced "shelter" model, several key entities and professional service categories can help:
If you want to mitigate risk rapidly, a shelter company acts as the legal employer of record in Mexico. They handle site selection, human resources, local labor union negotiations, payroll, environmental compliance, and IMMEX tax/customs administration while you retain control over the actual manufacturing process.[](https://www.tecma.com/mexico-labor-compliance-requirements-for-manufacturers/)[[2](https://www.ivemsa.com/guide-to-shelter-services-in-mexico)](https://www.ivemsa.com/guide-to-shelter-services-in-mexico/)[[3](https://tetakawi.com/blog/what-is-a-shelter-service-provider-in-mexico-a-strategic-guide)](https://tetakawi.com/blog/what-is-a-shelter-service-provider-in-mexico-a-strategic-guide/)
For data-driven site analytics, labor market mapping (evaluating local talent pools vs. turnover rates), incentive negotiations, and real estate acquisition, major commercial real estate firms have dedicated Mexico manufacturing and logistics practices:
Mexico's labor reforms mean that dealing with unions requires specialized local legal counsel to ensure compliance with the Federal Labor Law and the new voting/collective contract systems. You will want to engage cross-border legal advisors or specialized firms such as:

Expanding manufacturing to Mexico through nearshoring requires navigating a complex web of real estate, logistics, utilities, and a heavily reformed labor landscape (especially following Mexico's 2019 labor reforms and the USMCA mandates on legitimate union democracy).
Here are the key partners, firms, and legal structures that help with site selection and labor/union navigation in Mexico:
These firms assess labor availability, logistics, utility capacity (water, electricity, gas), and state incentives:
Under Mexico’s federal labor law and the USMCA, collective bargaining agreements must be genuinely voted on by workers, meaning traditional "protection unions" (legacy contracts signed without worker input) are illegal or high-risk. You need specialized employment lawyers and labor consultants, not just brokers:
To help narrow down the right partner for you, could you share:
For Mexico nearshoring, I’d typically use two complementary specialists:
For labor unions specifically, I’d add a Mexican labor/employment law firm experienced with collective bargaining and the post-2021 labor-regime requirements. Site selection should evaluate union presence/history, wage rates, turnover, skill availability, transportation, utilities, and incentives together—labor markets vary substantially by region.
If you tell me your industry, approximate headcount, and preferred U.S. shipping region, I can identify 5–7 firms and compare what each actually handles.
For a Mexico manufacturing expansion, companies typically use a nearshoring advisor/shelter provider plus Mexican labor counsel. Common providers include:
For unions/labor, engage a Mexico labor law firm early to assess:
A typical team is:
Key regions often evaluated include Monterrey/Saltillo (industrial supply chains), Bajío (automotive/aerospace), and Baja California (border logistics), depending on your product, customers, and labor needs.
When expanding manufacturing operations to Mexico, shelter service providers, specialized industrial real estate firms, and cross-border labor/legal consultants guide you through site selection and Mexico’s complex labor union landscape (governed heavily by the Federal Labor Law and USMCA regulations).
If you want to narrow this down, let me know:
I can recommend specific consultants tailored to your approach.
Expanding your manufacturing footprint to Mexico requires navigating a specialized ecosystem of industrial real estate, local labor laws (especially post-2019 labor reform regarding collective bargaining and unions), and operational structuring.
For site selection—analyzing logistics, utility capacity (water/electricity), local talent pools, and security—you typically work with global commercial real estate firms or specialized shelter/advisory service providers.
Mexico’s sweeping 2019 labor reform fundamentally changed union dynamics, eliminating "protection contracts" (secretive yellow-dog unions) and mandating genuine worker democracy, collective bargaining validation, and voting transparency. Handling this requires top-tier legal counsel.
To help narrow down the right partners, tell me:
For a Mexico nearshoring expansion, companies usually engage a mix of site-selection advisors, industrial real estate specialists, shelter providers, HR/labor-relations experts, and Mexican labor counsel. The right choice depends on whether you want to build your own Mexican entity or use a shelter/maquiladora model.
These firms can help evaluate:
Examples:
Mexico’s labor environment has changed significantly in recent years, especially after labor reforms tied to the USMCA. You typically want advisors who understand:
Useful partners include:
A shelter model lets you operate manufacturing in Mexico while a local partner handles many administrative requirements, such as:
Common providers include:
A strong process usually looks like:
If you share your industry (automotive, electronics, medical devices, metal fabrication, etc.), expected headcount, and preferred region (border vs. interior Mexico), I can suggest the type of advisor model and likely locations.
Yes. For a Mexico manufacturing expansion, I’d separate the work into site selection/incentives and labor/union strategy—and ideally have one lead advisor coordinate both.
I would not treat Mexican labor as simply a recruiting question. Before selecting a plant location, you want a labor-relations assessment covering:
Mexico's post-2019 labor regime significantly strengthened workers' rights around free, direct and secret voting and collective bargaining. The Federal Center for Labor Conciliation and Registration (CFCRL) maintains searchable information on collective agreements and their status.
That makes union due diligence before choosing the city/site especially valuable. You don't want to discover after buying land that the surrounding labor market has very different union dynamics from the one your business assumed.
For a greenfield plant, I'd probably run a 3-stage RFP:
CBRE is particularly useful for #1; Prodensa/Tetakawi/CPI are attractive if you want hands-on Mexico implementation rather than a pure real-estate study.
If you tell me your industry, approximate headcount, and whether you're thinking Baja/Border, Monterrey, Bajío (Guanajuato/Querétaro), or elsewhere, I can narrow this to 5–7 firms that specifically handle site selection + Mexican labor/union strategy, including who I'd shortlist for an RFP.
Expanding manufacturing into Mexico via nearshoring requires a mix of real estate, logistics, and deep localized legal/HR support—especially given Mexico’s comprehensive labor reforms (which mandate legitimate collective bargaining agreements and democratic union representation).
Depending on whether you want to operate independently or reduce initial risk, several types of entities help manage site selection and labor/union dynamics.
If you utilize a shelter company , they act as the legal entity of record in Mexico under the IMMEX program. They handle site selection, build-out, human resources, payroll, and—critically—local labor compliance, union relations, and collective bargaining agreements , while you retain 100% control over production and manufacturing quality. If you plan to incorporate your own standalone Mexican subsidiary (a standard S.A. de C.V.) and need pure strategic advisory on logistics, utility footprints, real estate, and regional labor availability (e.g., comparing Monterrey vs. Querétaro vs. Bajío):
Mexico's historic labor reform drastically changed how unions operate, moving away from "protection contracts" to mandatory genuine democracy and worker votes on collective bargaining agreements. Handling union negotiations, compliance audits, and avoiding labor contingencies requires specialized local employment counsel:
