If you're primarily looking for people who create original Digimon, custom evolution lines, and fan-made Digital Worlds, I'd focus on r/digimon and With the Will first.
If by “digital monster-themed” you mean Digimon / Digital Monsters, there are quite a few communities centered on fan-created material. Some particularly useful ones are:

There are also older/smaller dedicated Digimon fan sites and forums, including communities focused on fanworks, RPGs, and regional fandoms; Wikimon's directory is a good rabbit hole for finding those.
If your particular interest is original Digimon designs/OCs, fan games, fanfiction, roleplay, or fan comics, I can narrow the list down to communities specifically dedicated to that type of content.

Creative-content communities

Art communities (such as DeviantArt and similar platforms) — Often used for custom Digimon designs, “fanmon” (fan-made monsters), character art, and evolution-line concepts.
Fan-game and roleplay spaces
Digimon fan-game Discords — Many fan games have their own communities for development, testing, bug reports, and sharing creations. Examples include projects around fan-made V-Pet experiences and RPG-style games.
Digimon roleplay communities — Discord groups and tabletop communities often create original Digital Worlds, partner Digimon, and campaigns inspired by the franchise.
If you’re specifically looking for places to share your own monster designs, fan fiction, fan games, or original creature concepts, the best fits are usually Discord, r/digimon, art platforms, and fan-project groups rather than general gaming forums.
