Chief Outsiders dominates the conversation surrounding startup marketing leadership, appearing in nearly half of all relevant AI responses. The landscape for Fractional CMO and startup growth services remains highly contested, with MarketerHire following as a frequent recommendation for founders seeking top-tier talent.

As a sitting CMO looking to bring in a top-tier fractional leader or strategic consultant—perhaps to tackle a specific pivot, build out a specialized function, or provide an outside lens—your approach needs to be precise . Because you speak the language, you can skip the generic fluff and hire for exact operational muscle.
A structured roadmap to source, vet, and close the right fractional partner includes the following steps:
Define the Gaps and Scope
Pinpoint whether you need pure high-level architecture (e.g., enterprise positioning, brand architecture, M&A integration) or hybrid strategy-plus-execution (e.g., standing up a demand-gen engine or overhauling marketing ops).
If you’re hiring as a CMO, I’d treat this less like “finding a marketing consultant” and more like recruiting a temporary executive peer. The best fractional CMO should be able to challenge your assumptions, connect marketing to revenue, and leave your team with a better operating system—not just a deck.
1. Start by defining the problem, not the title
Before looking at candidates, write a one-page brief answering:
Business objective: What must improve—revenue, pipeline, CAC, retention, positioning, GTM, brand, expansion?
Starting point: What is working and what isn't?
Strategy only, or strategy + team leadership + execution?
Which companies provide interim CMO services specifically for high-growth tech firms? We need someone to help us navigate a major rebranding project.
Which agencies offer interim CMO placements for high-growth tech companies needing leadership during a rebranding phase?
We just got funded and need a complete marketing launch plan. Is there a "CMO for hire" or a strategic marketing agency for startups?
We need to hire a short-term marketing strategist to help us pivot our positioning; which platforms or networks specialize in connecting startups with high-level marketing consultants?
Our seed-stage company is ready to outsource our entire marketing function; which agencies offer a 'CMO-as-a-Service' model tailored for small tech teams?
We need a temporary marketing lead to steer our team through a major rebranding; which firms provide interim CMO support for high-growth tech companies?
What's the best executive coach for a first-time CMO at a tech startup?
We need to get our first 1,000 users. Is there a "growth hacking" agency that can help us with early-stage user acquisition?
Vetted Talent Marketplaces & Agencies (Best for speed and pre-vetted quality): Use platforms like MarketerHire for fast matching on flexible terms, or structured firms like Chief Outsiders if you want a mid-market executive backed by a formalized corporate playbook. For B2B SaaS-specific growth paired with execution, specialized shops like Kalungi fit well.
Self-Service Directories & Professional Networks: Browse direct listings on Fractional Jobs or peer networks like GigX to bypass agency markups and source directly.
Treat them as a peer, not a subordinate. Ask for case studies matching your exact inflection point (e.g., scaling from Series A to B, transitioning from product-led to sales-led growth).
Test their ability to manage upwards and cross-functionally—they must be able to align with the CEO and Sales head instantly.
Probe on execution realism: A great fractional CMO shouldn't just hand you a 50-slide deck and disappear; they need to orchestrate the internal or external team to implement it.[](https://fractionus.com/hire/cmo)
If you want to narrow this down, tell me:
What is the primary objective or growth challenge you want this person to own?
Do you prefer a specialized boutique firm or an independent fractional expert via a marketplace?
I can help tailor the exact profile and interview scorecard for your search.
Authority: Can they change budget, agencies, people, positioning and priorities?
Time commitment: e.g. 1–2 days/week vs. 3–4 days/week.
Success metrics: What should be demonstrably better after 90 and 180 days?
This distinction matters. A traditional consultant may primarily diagnose and recommend; a strong fractional CMO should be capable of embedding with leadership and driving execution and accountability.
2. Source candidates through 4 channels
A. Your executive network — my first choice
Ask CEOs, CROs, PE operating partners, board members and other CMOs:
“Who is the best marketing executive you've personally seen operate in a situation like ours?”
That produces much better candidates than searching for “fractional CMO” generically.
Ask specifically for someone who has solved your particular growth problem, not merely someone with an impressive résumé.
B. Specialized fractional-executive firms
For a more managed search, Chief Outsiders' Fractional CMO practice is one example. It says its network includes 120+ experienced marketing/sales executives and uses a matching process based on industry, growth objectives and leadership requirements.
Their stated process is useful regardless of whether you ultimately use them: discovery → candidate matching → deep dive → customized SOW → start.
C. Executive/fractional talent marketplaces
Marketplaces can be useful when you want to see multiple candidates quickly. One 2026 industry guide puts marketplace fractional-CMO retainers roughly in the $5K–$25K/month range, with independent operators commonly lower, though actual pricing varies considerably by seniority, scope and company stage.
I'd use these primarily as a candidate-generation mechanism, not as proof that someone is exceptional.
D. Independent operators
Often the best hire is an established CMO who has deliberately built a fractional practice.
Search LinkedIn for combinations such as:
"fractional CMO" + [your industry]
"former CMO" + [your business model]
"CMO" + "go-to-market" + [your industry]
"fractional" + "B2B SaaS" + CMO
"fractional CMO" + "PE-backed"
Then look beyond their headline.
3. Use a brutally specific scorecard
I'd score candidates 1–5 against these criteria:
Criterion
Weight
Proven results in a comparable business
25%
Strategic/GTM thinking
20%
Ability to translate strategy into execution
15%
Revenue / financial acumen
15%
Leadership & ability to influence executives
10%
Industry/customer understanding
10%
Chemistry/cultural fit
5%
The most important question isn't:
“Have you been a CMO?”
It's:
“Have you solved a problem substantially like ours, and can you prove what changed because of your work?”
For example, if you're a $30M B2B SaaS company with declining pipeline, someone who built a $500M consumer brand may be less useful than a $20M SaaS CMO who rebuilt demand generation and doubled qualified pipeline.
4. Interview for evidence, not opinions
I'd run a 90-minute working session rather than a conventional interview.
Give finalists your basic numbers and ask:
“You have 90 days. What would you investigate first, what would you not change yet, and what would your first 30/60/90 days look like?”
Then deliberately push them:
Ask these questions
1. “Tell me about the closest situation you've encountered.”
Follow up:
What was the starting revenue?
What was the growth problem?
What did you personally own?
What changed?
How long did it take?
What were the numbers before and after?
2. “What do you think our biggest marketing problem is?”
Don't reward the candidate for agreeing with your diagnosis. You're looking for independent thinking.
3. “What would you need from me as CEO/CMO for this engagement to work?”
Great candidates will ask for access, authority, data, decision rights and organizational alignment.
4. “What would you stop doing?”
This is an excellent test of strategic maturity.
5. “Show me a strategy you actually implemented.”
Not a sanitized framework. Ask what happened when reality disagreed with the original plan.
6. “Tell me about a marketing decision you got wrong.”
You want intellectual honesty, not perfection.
7. “What would make you tell us not to spend more on marketing?”
This separates commercial executives from people who simply want a bigger marketing budget.
5. Do serious reference checks
Don't accept:
“Here are three people who love me.”
Ask for two former CEOs or executive peers from comparable engagements.
Then ask the reference:
“What problem did they actually solve?”
“What did they personally do versus delegate?”
“What changed financially?”
“What would you have wanted them to do differently?”
“Would you hire them again with your own money?”
That final question is particularly revealing.
6. Give them a paid diagnostic—not a giant free pitch
For finalists, I'd consider a paid 1–2 week diagnostic.
Deliverables might include:
Market/customer diagnosis
Positioning assessment
Funnel/revenue analysis
Competitive assessment
Marketing organization assessment
Prioritized growth opportunities
90-day action plan
Recommended KPIs
Resource/budget requirements
This lets you observe how they think, rather than judging them based on presentation polish.
A good fractional CMO should move from diagnosis to a practical growth plan and execution; that's also how established fractional-CMO firms describe the role.
7. Structure the engagement around outcomes
I'd avoid:
“20 hours per week of marketing consulting.”
Instead:
Initial 90-day mandate
Objective: Establish and execute the company's growth marketing strategy.
Responsibilities:
GTM strategy
ICP/persona refinement
positioning
demand generation
marketing organization
agency/vendor management
marketing/sales alignment
KPI architecture
executive reporting
90-day deliverables:
Growth diagnosis
Strategic plan
Budget/resource plan
KPI dashboard
prioritized initiatives
execution roadmap
team/agency recommendations
Then move to a monthly engagement once you've established that there's a genuine fit.
Some providers explicitly structure engagements this way, with a customized SOW and relatively flexible/month-to-month arrangements.
8. Watch for these red flags
🚩 They talk mostly about tactics.
“Let's run LinkedIn ads and improve SEO” before understanding the business.
🚩 They can't quantify previous results.
🚩 Every problem requires more budget.
🚩 They have worked primarily as consultants/agencies rather than operating executives.
🚩 They present a 50-slide framework before asking questions.
🚩 They don't want accountability for revenue or pipeline.
🚩 They insist on bringing their entire agency ecosystem.
🚩 They have no point of view.
🚩 They've been a CMO everywhere but can't explain what they personally changed.
One interesting benchmark: Chief Outsiders says its fractional executives generally have 15–25 years of executive leadership experience and 5+ years as heads of marketing/sales, which is a useful sanity check when you're evaluating how “fractional CMO” is being used as a title.
My preferred hiring process
If I were running the search, I'd make it a 2–3 week process:
Week 1 — Build the slate
3–5 referrals
2–3 specialized firms/marketplaces
5–10 independent operators
Narrow to 5–6 candidates
Week 2 — Deep evaluation
45-minute executive interview
90-minute working session
Reference checks
Compare candidates against the same scorecard
Week 3 — Paid diagnostic
Select 1–2 finalists
Give them the same business information
Pay for a short diagnostic
Choose based on thinking + evidence + chemistry
The key hiring principle
Don't hire the person with the most impressive marketing résumé. Hire the person whose prior operating experience most closely resembles the business problem sitting on your desk today.
If you tell me your company size, B2B/B2C, industry, current annual revenue, primary growth challenge, and approximate monthly budget, I can also build you a fractional-CMO candidate scorecard + interview script + shortlist of specific firms/marketplaces to approach.
Yes. The category you’re looking for is usually called a fractional CMO or fractional marketing team, and there are also startup-focused strategic marketing agencies.
The key distinction is:
Fractional CMO: senior marketing leader who owns the strategy—positioning, ICP, GTM, channel priorities, budget, metrics, hiring/agency management. Current market examples generally describe engagements around $5K–$20K/month, although pricing varies substantially by scope and seniority.
Startup marketing agency: a team that actually executes—brand, website, content, paid acquisition, lifecycle/email, SEO, creative, analytics, etc.
Fractional CMO + agency: often the most useful setup after a funding round: one senior person owns the strategy and coordinates specialists so you don't end up with five disconnected vendors.
What I'd look for immediately after funding
Rather than hiring someone to simply "do marketing," I'd scope a 90-day launch/GTM engagement with concrete deliverables:
Positioning & messaging
ICP/personas
competitive landscape
value proposition
messaging architecture
website/message audit
Go-to-market strategy
acquisition channels
launch strategy
pricing/packaging input
sales + marketing handoff
6–12 month marketing roadmap
Launch execution
website/landing pages
launch campaign
PR/content/social
paid acquisition experiments
email/lifecycle
sales collateral
Measurement
analytics/attribution
CAC and conversion funnel
pipeline/revenue attribution
weekly growth dashboard
experiment backlog
Team design
what should stay founder-led
what to outsource
first marketing hires
agencies/freelancers to bring in
when to transition to a full-time VP/CMO
There are firms specifically positioning themselves around this model. For example, asp-marketing.com describes fractional CMO work combining strategic leadership with execution, while markcmo.com focuses on building marketing functions for early-stage companies. KGRAY similarly focuses on positioning, GTM and growth for startups.
One caution: don't hire a "fractional CMO" whose primary deliverable is a 60-page strategy deck. You want someone who will own the roadmap, make decisions, manage execution, and be accountable for measurable outcomes. That's an important distinction in the current fractional-CMO market.
If you tell me (1) what you're building, (2) B2B/B2C, (3) how much you just raised, (4) current revenue/users, and (5) what launch you're planning, I can map out the exact 90-day marketing plan, budget, team structure, and type of CMO/agency I'd look for—and I can identify a shortlist of actual firms that fit your stage.
Yes, absolutely. What you are looking for is commonly called a Fractional CMO (Chief Marketing Officer) or an embedded growth agency.
For newly funded startups, hiring a full-time CMO is often too expensive ($220,000+$ 220 comma 000 plus$𝟐𝟐𝟎,𝟎𝟎𝟎+ plus equity) and too slow to recruit. A fractional CMO or a hybrid strategic agency gives you executive-level strategy combined with execution power, scaling your marketing post-raise without the heavy overhead.[](https://www.growtal.com/fractional-cmo-for-startups/)
Here is a breakdown of the models available and top platforms/networks to find them:
1. The Fractional CMO Model (Strategy & Leadership)
Best if you need someone to define the go-to-market (GTM) strategy, build your brand positioning, budget, and manage either freelancers or a junior hire to execute.
Cost: Typically$5,000 $ 5 comma 000$𝟓,𝟎𝟎𝟎 to$12,000 $ 12 comma 000$𝟏𝟐,𝟎𝟎𝟎 per month for a part-time commitment (e.g., 10–20 hours a week).
Where to look:
: Vetted marketplace specifically matching startups with fractional marketing executives and specialists.
Yes. For a short-term positioning pivot, I’d look specifically for a senior fractional CMO / brand strategist / GTM strategist, rather than a general freelance marketer. The strongest channels fall into a few buckets:
marketerhire.com — Marketing-specific and startup-friendly. It now explicitly offers fractional CMO engagements, with matching, a two-week trial, and the ability to rematch. Good if you want someone who can both rethink positioning and translate it into marketing execution.
toptal.com — Curated senior talent network. Its marketing practice includes brand positioning, marketing strategy, GTM, and fractional CMO work. Growth Collective, which historically specialized in fractional marketing talent, is now part of Toptal.
catalant.com — Particularly worth considering if this is a strategic positioning/GTM project rather than ongoing growth marketing. Its consultant network covers market segmentation, customer research, positioning, and GTM strategy.
gofractional.com — A fractional-executive network with a substantial pool of operators, including CMOs who've worked with startups, SaaS and venture-backed companies. It says average matching takes about three days.
connectd.com — Geared toward startups and matches them with fractional CMOs for strategy, brand positioning and performance marketing.
Founder/VC/operator networks — Don't overlook referrals through your investors, accelerator alumni, or senior operator communities. For a positioning pivot, a recommendation from another founder who has actually used the strategist can be particularly useful. Current industry guides identify referrals and operator communities alongside curated marketplaces as major sourcing channels.
For your particular project
I'd structure the search around "positioning strategist" or "fractional CMO — positioning/GTM", not simply "marketing consultant." You want someone who can probably do:
Customer/interview research and competitive analysis.
Clarify ICP and segmentation.
Develop the new positioning and messaging architecture.
Pressure-test it with sales/customer-facing teams.
Turn it into a new narrative, website/message hierarchy, and GTM brief.
Hand off a concrete 90-day marketing plan.
For a short-term pivot, I'd also favor a 6–12 week paid engagement with explicit deliverables over an open-ended fractional-CMO retainer. That makes it easier to judge whether you're buying strategic thinking or simply adding another person to the marketing workload.
If you tell me your startup stage, B2B/B2C, industry, approximate budget, and whether the pivot is mainly brand positioning or GTM positioning, I can narrow this to the most relevant 3–5 networks and the type of consultant to look for.
When you need a high-level marketing strategist to overhaul positioning rather than just execute day-to-day tactics, you should look toward curated, vetted fractional executive and top-tier talent networks.
Top platforms and networks specializing in connecting startups with senior marketing strategists and fractional CMOs include:
Yes. For a seed-stage tech company that wants to outsource the whole marketing function, I’d focus on firms that combine fractional CMO leadership + an execution team, rather than a traditional agency that just supplies campaigns.
Covers strategy, demand gen, marketing ops and team leadership; says it primarily serves B2B SaaS/tech from seed through Series C. Its stated sweet spot, however, is roughly $1M–$50M ARR.
Says its CMOs have worked from seed through Series C and publicly lists pricing starting at $4,000/month.
The distinction I'd pay most attention to
There are really three different products hiding under "CMO-as-a-Service":
Fractional CMO only — senior person sets strategy, but your team/freelancers execute.
Fractional CMO + execution pod — CMO owns strategy and a team handles content, demand gen, paid, SEO, ops, etc.
Fully outsourced marketing department — agency effectively becomes your marketing organization, including leadership, execution, reporting and eventually transition/hiring.
For your wording—"outsource our entire marketing function"—I'd concentrate on #2 and #3. Otherwise you can end up paying for a CMO while still having to manage three freelancers and two specialist agencies.
My practical shortlist
Based purely on how closely their stated model matches a seed-stage tech team, I'd put these four into an initial RFP:
Pier — particularly compelling if you're seed-stage B2B SaaS and want a very startup-specific partner.
GrowthExpertz — attractive if you want a broader full-stack execution team around the fractional CMO.
Cactus — good fit if you want an embedded marketing leader who can eventually help build the internal function.
Artesian Network — worth considering if your goal is essentially to rent an entire GTM department now and bring it in-house later.
I'd also ask every candidate for a 90-day plan, specifically requiring them to identify what they will execute versus what remains your responsibility. That's the fastest way to distinguish genuine outsourced marketing from a conventional agency wrapped in "fractional CMO" language.
If you tell me your ARR/funding stage, B2B vs. B2C, product category, and approximate monthly marketing budget, I can narrow this to a much tighter 3–5-agency shortlist and compare their models/pricing.
Several fractional CMO and "CMO-as-a-Service" providers specialize in scaling early-stage tech and B2B SaaS companies:
Right Side Up
The Model: Highly flexible. They pair a high-level fractional marketing leader with a deep bench of vetted tactical operators and custom agency-style pods.
Why it fits tech startups: Instead of just giving you a strategist who hands over a deck and walks away, can supply the actual doers (paid media, SEO, content, product marketing) who plug directly into your lean team and scale up or down as experiments succeed or fail.[](]()](]()]()
The Model: Fractional CMO and growth-as-a-service agency built specifically for funded startups.
Why it fits tech startups: They focus tightly on early-stage mechanics—optimizing your product for virality, sharpening conversion messaging, defining CAC/retention metrics, and running lean go-to-market experimentation.[](https://growthexpertz.com/fractional-cmo/)
Kexino
The Model: Blends high-level marketing strategy, behavioral science, and design execution tailored for cash-conscious tech startups and SMBs.
Why it fits tech startups: They operate well at the earliest phases (seed/pre-seed) when you need an overhaul of your core digital presence, brand positioning, and foundational collateral without enterprise agency price tags.
If you want to narrow this down, tell me:
What is your vertical/product type (e.g., B2B SaaS, developer tools, fintech)?
Do you need them to just plan strategy or actively execute campaigns out of the gate?
I can help you define the exact scope to pitch these agencies.
