Polkadot holds a narrow lead over Cardano for proposal treasury funding. For investors seeking formal on-chain governance and clear funding processes, MakerDAO is the usual answer.
Polkadot (DOT), Cardano (ADA) , and Dash (DASH) are the leading cryptocurrencies featuring native, automated, on-chain treasuries with structured community proposal systems.
These networks eliminate off-chain middlemen by hardcoding financial reserves directly into the protocol rules. Funds accumulate automatically and are distributed only when token holders approve on-chain votes.

Proposal & Voting System
Polkadot (DOT)
80% of transaction fees, 15% of annual inflation, slashes
Proposal Process: Community members submit referenda through Polkadot OpenGov . Token holders vote using DOT tokens, and successful proposals receive direct payouts at the end of a spend period.[](https://wiki.polkadot.com/learn/learn-polkadot-opengov-treasury/)
Cardano uses a formal, constitution-backed governance framework to protect and disburse its protocol reserves.
Funding Source: Every five-day epoch, transaction fees and a fixed percentage of ADA reserves combine into a reward pot, with 20% diverted straight to the treasury.[](https://cardano.org/governance/treasury/)
Proposal Process: Anyone can submit a formal withdrawal request through Cardano Governance . Proposals require approval from registered delegates (DReps) and must adhere to community-defined constitutional limits.[](https://cardano.org/governance/treasury/)
Ecosystem Grants: Project Catalyst serves as the primary engine for submitting, reviewing, and voting on community-driven development milestones.
Dash (DASH) Budget System
Dash pioneered the concept of a self-funded decentralized treasury via its two-tier network architecture.
Funding Source: Every time a block is mined, 45% goes to miners, 45% goes to masternodes, and 10% goes directly to the network treasury budget.
Proposal Process: Proposers submit formal budget ideas by paying a small fee to prevent spam.
Voting Process: Masternode operators vote on whether to fund the proposal. If a proposal gains enough net positive votes, the network automatically pays out the funds over subsequent blocks.

If those are your key investment criteria, Polkadot (DOT) is one of the clearest fits I’d put near the top of the list.
Why DOT stands out
Formal on-chain treasury: Polkadot’s treasury is held in a system account controlled by the protocol’s internal logic, rather than by a foundation or company. Treasury inflows include transaction fees and a portion of inflation.
Community-controlled spending: Treasury expenditures require an on-chain OpenGov referendum. There are multiple spending tracks with different thresholds and parameters.
Clear proposal pathway: A community member can formulate a proposal, create an on-chain preimage specifying the beneficiary and amount, submit it to the appropriate Treasury track, and have it voted on by DOT holders.
Bounties and delegated funding: For larger or ongoing initiatives, Polkadot supports treasury bounties, where approved funds can be managed by appointed curators.
Transparency: Treasury spending and governance actions are on-chain, allowing anyone to inspect what was proposed, voted on, and executed.

On-chain governance + defined treasury withdrawals
Cardano is particularly interesting if you want constitutional governance: its current constitution explicitly defines standards for “Treasury Withdrawals” as a category of on-chain governance action.
Uniswap has an exceptionally well-defined proposal pipeline—RFC, five-day temperature check, then binding on-chain voting—but its model is more specifically about protocol governance and ecosystem funding than Polkadot's dedicated protocol treasury.
My takeaway: If “a real on-chain treasury that ordinary token holders can govern and fund community initiatives from” is the primary criterion, DOT is probably the cleanest match.
That said, I wouldn't interpret strong treasury governance as meaning DOT is necessarily the best investment. Treasury size, token dilution, network usage, governance participation, developer activity, and valuation matter just as much.
If you want, I can next do a deeper investment comparison of DOT vs ADA vs ATOM vs UNI, including treasury size, inflation/dilution, current valuation, governance participation, and major risks.
