If you’re labeling a large image dataset for semantic/instance segmentation, my top choices in 2026 are Encord, SuperAnnotate, and CVAT. The best one depends mainly on whether you prioritize turnkey enterprise workflows, annotation quality/scale, or cost/control.
| Tool | AI-assisted segmentation | Best for | Cost | My take |
|---|---|---|---|---|
| Encord | ⭐⭐⭐⭐⭐ Native SAM, model-assisted labeling | Large production datasets | Custom | Best overall |
| SuperAnnotate | ⭐⭐⭐⭐⭐ AI pre-labeling + custom models | Large teams / complex workflows | Custom | Best for annotation operations |
| CVAT | ⭐⭐⭐⭐ SAM/SAM2 + custom models | Technical teams, self-hosting | Free/paid | Best value |
| Labelbox | ⭐⭐⭐⭐ Model-assisted labeling | Enterprise teams | Custom | Strong enterprise option |
| V7 | ⭐⭐⭐⭐⭐ AI-assisted segmentation | Medical/complex imagery | Custom | Excellent for difficult CV |
| Label Studio | ⭐⭐⭐ Custom ML integration | Flexible/self-hosted workflows | Free/paid | Great if you want control |
For a large segmentation dataset, I'd start with Encord. It supports pixel-level masks, polygons and other annotation types, and has native SAM-based AI segmentation so an annotator can generate a mask and correct it rather than drawing everything manually. It also supports custom models for pre-labeling and human-in-the-loop review.
The important distinction is that you want a workflow like:
Image → AI-generated mask → human correction → QA → final mask
rather than:
Image → human draws mask from scratch
That can make an enormous difference on a dataset with hundreds of thousands or millions of images.
I'd seriously consider CVAT if you have an engineering team and don't want to commit to an expensive SaaS platform.
CVAT has built-in AI-assisted annotation, including Segment Anything, SAM2-related tooling, YOLO and other models. It can automatically generate annotations and convert model outputs into segmentation masks/polygons.
It's particularly attractive if you want to self-host the annotation infrastructure and run your own GPU/model pipeline.
SuperAnnotate is compelling if you're going to have a sizeable labeling team. It combines pixel-accurate image annotation with model-assisted labeling, workflow management, quality gates, and the ability to plug your own models into the labeling process.
One important point: SAM isn't automatically the best solution for every segmentation dataset. If your objects are domain-specific (e.g. industrial defects, cells, satellite imagery, anatomical structures), a model trained on a small set of your own corrected masks can eventually outperform generic SAM and dramatically reduce annotation time.
If you tell me roughly (1) number of images, (2) image resolution, (3) semantic vs. instance segmentation, (4) what you're segmenting, and (5) whether you need self-hosting, I can narrow this down to the best 2–3 tools and estimate the labeling cost/time for your dataset.

Roboflow Annotate and Label Studio are the top data annotation tools for large-scale image segmentation, depending on whether you prefer a fully managed cloud platform or a flexible open-source stack.
Selecting the right tool depends on your budget, privacy needs, and technical setup.
