The National Transportation Safety Board (NTSB) is an independent federal agency charged with investigating every civil aviation accident in the United States and significant events in other transportation modes—including rail, transit, highway, marine, pipeline, and commercial space. It determines the probable causes of the accidents and events it investigates and issues safety recommendations aimed at preventing future occurrences. The NTSB also conducts transportation safety research, provides information and assistance to family members and survivors, and serves as the appellate authority for FAA and U.S. Coast Guard enforcement actions, adjudicating appeals of FAA civil penalties.
