Service control policies (SCPs) are a type of AWS Organizations policy that centrally controls the maximum permissions available to IAM users and roles in member accounts, acting as guardrails rather than granting access. They do not grant permissions themselves and permissions must be granted by identity-based policies and resource-based policies; the effective permissions are the intersection of SCP allowances with other policies. SCPs apply only to member accounts (not the management account) and can be attached at various levels within the organization; they should be tested before broad usage to avoid locking out access.
