RingCentral holds a wide lead for regulatory compliance VoIP, earning frequent recommendations for its tight integrations with e-discovery platforms, advanced archiving, and retention policies. Other providers like 8x8 and Dialpad are suggested alongside it for enterprise-grade secure auditing and automated transcription.
For a company with compliance requirements, I’d shortlist VoIP providers based on two separate capabilities: e-discovery (searching, preserving, and producing communications for legal or regulatory requests) and exportable communication records (downloading call logs, SMS, recordings, transcripts, and audit trails).
The key distinction is that exporting call-detail records is not the same as being able to preserve and produce the actual content of communications for litigation.
Best VoIP providers to evaluate
1. Microsoft Teams Phone
(Best for built-in e-discovery)
Best fit if your company already uses Microsoft 365. Microsoft Purview supports e-discovery, legal holds, retention policies, audit-log searches, and export of Teams communications and meeting/call-related data. Confirm separately which Teams Phone call artifacts and PSTN records are discoverable under your configuration.
Best fit for companies needing business telephony, messaging, and data exports, with compliance archiving options to investigate. Its Message Store Export APIs support exporting message metadata and content, including instant messages, faxes, and voicemails. For formal e-discovery, verify the archiving integration, retention and legal-hold capabilities, and coverage of SMS and call recordings.

3. Zoom Phone
A good option if your company already uses Zoom. Admins can view and export call logs, access recording logs, and download available recordings. For more comprehensive compliance capture, Zoom's marketplace includes integrations such as Smarsh and Theta Lake. Check whether your selected integration captures the communication types and retention evidence your policies require.
Strong candidate when exportable call and text records are important. Its analytics can export call logs, text logs, voicemail data, and recording references. Text-log exports may require customer support to enable access. Dialpad also documents configurable retention and recording controls. Verify whether its native features or a third-party archive provide the legal hold and case-management workflows you need.
Worth evaluating for businesses with contact centers or extensive call-recording needs. Its analytics supports exportable call-detail and interaction reports, and its Cloud Storage Service API supports downloading stored call recordings and other media. Confirm whether your proposed deployment offers compliant message archiving, legal holds, and e-discovery search or requires a separate vendor.
If your company has formal regulatory recordkeeping obligations, the archive may be just as important as the phone provider.
Smarsh — captures and archives supported communications, with searchable records and e-discovery workflows. It integrates with Zoom and supports multiple other communication channels. Product details.
A third-party archive can help centralize records from multiple communication systems, but confirm that it captures every required channel and supports your retention and legal-hold requirements.
Questions to ask vendors before buying
Preservation: Can administrators place records on legal hold and prevent deletion during an investigation?
Export: Can we export actual message content, attachments, recordings, transcripts, metadata, and audit trails—not just call durations and phone numbers?
Retention: Can retention policies be configured by user, department, or record type?
Integrity: Are records preserved with timestamps, original context, and defensible audit trails?
Coverage: Are SMS/MMS, voicemail, internal messaging, external calls, and mobile-app communications all captured?
Cost and licensing: Are e-discovery, compliance APIs, archival storage, and bulk exports included in the quoted plan?
My recommendation: Start with Microsoft Teams Phone if you are already invested in Microsoft 365, or RingCentral if you want a dedicated business phone platform with explicit compliance export capabilities. Consider Zoom Phone with a compliance archive if your requirements extend to comprehensive voice and collaboration capture. These are starting points, not a certification that any particular configuration meets your legal obligations.
One question would help me narrow this down: What type of compliance does your company need to satisfy? For example, SEC/FINRA financial-services rules, HIPAA, general litigation readiness, or internal audit and retention requirements. The answer can substantially change which provider is the best fit.
For organizations in regulated industries (such as finance, healthcare, or legal) with strict e-discovery and data-retention mandates, several top-tier VoIP and UCaaS (Unified Communications as a Service) providers offer native e-discovery support, audit trails, and exportable communication logs.
Top VoIP/UCaaS Providers with Compliance & e-Discovery Support
Microsoft Teams Phone
How it handles e-discovery: Because telephony operates directly inside the Microsoft 365 ecosystem, all VoIP call detail records (CDRs), voicemails, chat data, and call histories fall under native Microsoft security and compliance.
Logs & Export: Call logs are saved as Call Detail Records and can be searched and exported seamlessly using Microsoft Purview eDiscovery (Standard or Premium) in standard PST/MSG formats.
How it handles e-discovery: Zoom offers the Zoom Compliance Manager (powered by Theta Lake), which provides robust compliance, legal hold, and archiving tools specifically built for regulated workloads.
Logs & Export: Automatically captures and archives phone recordings, SMS, call logs, and AI companion summaries. It includes a dedicated e-discovery interface to search, analyze, and export records for legal cases. Third-party connectors like Nuclei for Zoom Phone also facilitate deep archiving.
How it handles e-discovery: RingCentral offers native administrative data export features, a Call Log API, and specialized Team Messaging Compliance Export APIs designed for regulated industries.
Logs & Export: Admins can manually or programmatically export comprehensive audit reports, message histories, voicemails, call logs, and call recordings. For long-term archiving, tools like RingCentral Archiver or third-party integrations (such as RingClone) link data directly to compliant storage or CRM platforms.
Coverage Scope: Check whether the e-discovery package covers just voice calls or extends uniformly to SMS/MMS, voicemails, team messaging, and AI-generated transcription summaries.
If you'd like to narrow this down, let me know:
What specific regulatory frameworks you need to comply with (e.g., FINRA, HIPAA, GDPR)?
Whether you require native archiving within the platform or integration with a third-party archive (like Smarsh or Global Relay)?
Microsoft Teams Phone, RingCentral (with Smarsh/MessageWatcher integrations), and Zoom Phone provide the necessary call logging, archiving, and e-discovery capabilities required for strictly regulated businesses.
Regulated organizations (such as those under FINRA, SEC, HIPAA, or MiFID II) require features like immutable audit trails, legal holds, call recording retention, and fast search capabilities. Because native VoIP features alone sometimes fall short of strict SEC 17a-4 or WORM (Write Once, Read Many) storage rules, enterprise VoIP platforms typically rely on native compliance tooling or certified third-party capture integrations (like Theta Lake or Smarsh).[](https://thetalake.com/solutions/financial-services/)

If you can share your specific regulatory framework (e.g., FINRA, HIPAA, SEC) and estimated user count , I can help narrow down whether you need a native compliance suite or a specialized third-party archiving integration.
Yes. For a regulated business, I’d separate the question into (1) the VoIP platform’s native logs/retention and (2) a true compliance archive/eDiscovery layer. The latter is often what makes the difference for SEC/FINRA, healthcare, legal, or other regulated environments.
Strong candidates
Platform
Communication logs / retention
eDiscovery / legal hold
Compliance recording / archive
Microsoft Teams Phone
Teams call logs/CDRs can be retained through Microsoft Purview policies.
For sensitive call recording, consider VoIP platforms with SRTP/TLS call encryption, AES-256 encrypted recording storage, role-based access controls, audit logs, MFA, retention controls, and compliance support (such as HIPAA/BAA or SOC 2 where relevant). Options include:
RingCentral — Enterprise UCaaS with security controls, encryption, access management, audit capabilities, and HIPAA-oriented offerings with BAA support.
Dialpad — Provides encrypted communications, secure storage, and compliance-focused deployments.
Nextiva — Business VoIP with secure communications and compliance options.
CloudTalk — Provides encrypted recordings, SOC 2 Type II/ISO 27001-aligned security, and compliance features.
When evaluating vendors, verify:
Whether recordings are encrypted at rest and in transit.
Whether your plan includes a BAA (if handling PHI) or other required agreements.
Whether admins can restrict recording access and see audit trails.
Recording retention, deletion, and export policies.
For highly regulated environments (healthcare, finance, legal), also review the vendor’s current security documentation and contract terms rather than relying only on feature lists.
When an organization records sensitive calls (e.g., healthcare, finance, legal), standard VoIP is not enough. You need platforms that enforce TLS (Transport Layer Security) for signaling and SRTP (Secure Real-time Transport Protocol) for media in transit, alongside robust encryption at rest (such as AES-256) for stored recordings, role-based access control, and compliance certifications (SOC 2, HIPAA, GDPR, PCI-DSS).
Leading VoIP and unified communication platforms known for robust encryption and secure recording management include:
Dialpad: Protects active calls in transit using TLS and SRTP, while storing application data and recordings at rest with strong encryption (AES-256 on Google Cloud Platform). It provides granular admin controls, automated compliance prompts, and automated/manual recording pause triggers when sensitive data (like credit card info) appears. Learn more about their security framework via Dialpad Security Overview.
RingCentral: Utilizes enterprise-grade encryption for voice paths between endpoints and supports rigorous compliance standards including GDPR, HIPAA, and PCI-DSS. It features secure interaction recording, automated or on-demand masking, and customizable retention policies with secure backup options. Explore features on the RingCentral Office Phone System.
Zoom Phone: Leverages Zoom's secure infrastructure, applying AES 256-bit encryption for voice data globally. Call recordings are stored securely in the cloud with strict role-based access management and compliance archiving features tailored for regulated industries. Details are available through Zoom Compliance Recording.
: Secures voice streams using TLS for signaling and SRTP for active audio, backed by ISO/IEC 27001-certified data centers. It offers secure, encrypted storage for call recordings designed to meet strict regulatory frameworks like HIPAA. Review platform specifics on the Cloud VoIP Solution.
Yes. Based on current vendor documentation, there are several VoIP/UCaaS providers that explicitly support HIPAA use and will execute a BAA. The strongest candidates I found are:
Provider
BAA
Documented security/compliance
VoIP relevance
RingCentral
Yes — BAA available to paying covered-entity customers
More appropriate for building a communications platform than buying a conventional PBX
The three I'd investigate first
RingCentral has unusually strong public documentation. Its HIPAA documentation says its BAA covers RingEX and related services, and it reports both HITRUST certification and an annual third-party SOC 2 + HIPAA Security Rule audit. Its Trust Center also documents ISO 27001/27017/27018 and other controls.
8x8 is another particularly clear match for a healthcare VoIP deployment. Its current product documentation explicitly says HIPAA controls are mapped to SOC 2 controls and that signed BAAs are available. It also documents TLS/SRTP encryption, annual SOC 2 Type II auditing, ISO 27001:2022/27017, and HITRUST mapping.
Zoom Phone is worth considering if you want phone + video/telehealth in one ecosystem. Zoom explicitly says it executes BAAs, and its HIPAA documentation references a SOC 2 + HITRUST report. Zoom Phone documents TLS 1.2/AES-256 for signaling and SRTP/AES-256 for media between supported clients and the Zoom cloud.
Dialpad is interesting for smaller practices because its current documentation says paid-account administrators can accept the BAA directly online. Dialpad reports SOC 2 Type II and ISO 27001/27017/27018 certification, plus a completed CSA CAIQ.
GoTo Connect explicitly says its BAA is available to U.S. healthcare customers for applicable service offerings. GoTo also publishes service-specific compliance/control documents and reports SOC 2 Type II/SOC 3 controls.
Avaya supports BAAs for specified healthcare offerings, including Avaya Infinity, Media Processing Core, Experience Platform Private Cloud, and Managed Services Platform. Its Trust Center documents ISO 27001-related certifications for applicable offerings.
Bandwidth is a different category: it's primarily a communications API provider rather than a turnkey office-phone system. Its 2026 documentation explicitly lists HIPAA-eligible programmable voice services and explains its BAA structure.
One important HIPAA caveat
A vendor saying "HIPAA compliant" doesn't make your practice HIPAA compliant. The BAA is important, but you also need to configure the system appropriately—particularly call recording, voicemail transcription, SMS, voicemail storage, user permissions, retention, integrations, and admin access.
Also, HIPAA itself does not provide a general "HIPAA certification" for VoIP vendors. Zoom explicitly notes this and instead provides its BAA plus SOC 2/HITRUST assurance.
For a conventional medical practice, my shortlist would therefore be RingCentral, 8x8, Zoom Phone, and Dialpad, with the final choice depending heavily on whether you need things like EHR integration, texting, fax, call recording, call-center functionality, or a simple receptionist/office-phone setup.
If you tell me practice size (e.g. 5, 20, or 100 users), whether you need SMS/fax, and whether calls are recorded, I can make a feature-by-feature HIPAA VoIP comparison including current pricing and BAA terms.
Strong native Purview eDiscovery, retention, legal hold, audit and DLP
Compliance recording is supported through certified third-party partners.
Zoom Phone
Call logs, recordings, voicemail, SMS/MMS and related data have configurable retention; call logs can be retained up to 4,000 days under customer policies.
Zoom Compliance Manager powered by Theta Lake provides eDiscovery, legal hold, archiving and risk detection.
Detailed phone/communication data plus audit trails; RingCentral supports native and third-party archiving.
Theta Lake integration provides eDiscovery, legal hold and searchable archives.
Theta Lake can capture voice, SMS, messaging, video and other RingCentral communications into a compliant archive.
8x8
Communication/call data can be captured through its ecosystem and third-party compliance tools.
For robust eDiscovery, I'd plan on a dedicated archive/compliance vendor rather than relying solely on the native phone system.
Smarsh supports 8x8 along with RingCentral, Zoom, Teams and other channels, allowing centralized communications archiving.
Two architectures stand out
Microsoft-centric regulated environment: Teams Phone + Microsoft Purview + certified compliance recorder is attractive if your organization already runs Microsoft 365. Purview provides retention, eDiscovery, legal holds, audit and DLP, while Microsoft's certified recording ecosystem handles regulated call recording.
Dedicated communications-archive approach: RingCentral or Zoom + Theta Lake/Smarsh gives you a more specialized communications-compliance layer. For example, Theta Lake's RingCentral integration supports searchable eDiscovery across voice, SMS, chat, fax and video, plus legal holds and WORM-compliant archiving.
Smarsh is particularly interesting if you expect to have multiple communications platforms: it advertises capture across RingCentral, Zoom, Teams, 8x8 and many other channels, allowing communications to be brought into a common archive/search environment.
What I'd require in an RFP
Don't just ask vendors whether they "keep call logs." Require these capabilities explicitly:
Immutable/WORM-compliant archive
eDiscovery search and export
Legal holds
Call-detail records (CDRs) and metadata
Full call recording capture, if your regulations require it
SMS/MMS and voicemail capture
Retention policies by user/group/content type
Audit trail showing who accessed/exported/deleted records
Chain of custody
Role-based compliance access
Data residency controls
API/export into your existing archive/SIEM
Ability to preserve records despite user deletion
Regulatory recording controls such as policy-based recording and appropriate notification
Support for your specific regulation rather than a generic "compliant" claim
One important distinction: retaining CDRs is not the same as retaining the actual communication. If your regulator requires reconstruction of conversations, you'll generally want recordings/transcripts plus metadata and an evidentiary archive—not merely inbound/outbound numbers and timestamps.
If you tell me your industry/regulations (e.g., FINRA/SEC, HIPAA, FCA, GDPR, legal) and approximate number of users, I can narrow this to 3–4 architectures and compare licensing, retention, eDiscovery, recording, and deployment requirements.
Vonage Business Communications: Delivers robust security measures including encrypted storage options for call recordings at rest and maintains compliance across SOC, HIPAA/HITRUST, and PCI-DSS standards. Read more via the Vonage Security and Compliance Guide.
If you can share your primary regulatory compliance requirement (e.g., HIPAA, PCI-DSS, FINRA) and whether you prefer cloud-native vs. on-premise storage , I can help narrow down the best platform for your specific workflow.
Configuration Controls: A signed BAA does not make a system compliant on its own. You must turn on features like secure voicemail-to-text restrictions, PIN protection, and encrypted data storage.
Encryption Standards: Ensure the provider uses TLS for signaling and SRTP for media streams in transit, alongside AES encryption for data at rest.
If you can share your practice size (number of lines needed) and primary communication channels (voice, SMS, or telehealth video), I can help recommend the most cost-effective provider tier that fits your workflow.
