Safety checklist enforcement

To lock down jobs and prevent technicians or field workers from closing a ticket until safety steps and photos are officially submitted, you need Field Service Management (FSM) or Operations/Compliance software with hard-stop validation rules.[help.servicetitan.com](https://help.servicetitan.com/docs/arrive-prepared-at-every-job-1)[[2](https://www.fieldinsight.com/blog/checklists-field-service-software)](https://www.fieldinsight.com/blog/checklists-field-service-software/)[[3](https://help.dynaway.com/work-order-app/work-orders/work-on)](https://help.dynaway.com/work-order-app/work-orders/work-on/)

The top apps that specifically block job completion/closure until required checklists and photo attachments are finished include:

• ServiceTitan : Highly rated for this exact workflow. You can configure "Forms" or safety checklists with a Require for Job Completion or Required Actions setting. If a technician attempts to close out or change the job status without filling out the mandatory fields or uploading the required photos, the app hard-stops them and flags what is missing.[help.servicetitan.com](https://www.servicetitan.com/guides/contractor-playbook/forms-in-field)[[2](https://www.fieldinsight.com/blog/checklists-field-service-software)](https://help.servicetitan.com/docs/arrive-prepared-at-every-job-1)
• Jobber : Features robust job checklists and forms where you can set specific questions or photo prompts as required. If a user tries to mark a visit/job complete while required checklist items or fields are left blank, the app triggers a prompt forcing them to go back and finish it before closing.[help.servicetitan.com](]()]()

If you want to narrow this down, tell me:

• What industry are you in (construction, HVAC/plumbing, property maintenance, etc.)?
• Roughly how many field workers/technicians do you have?

I can help you pick the one that fits your budget and tech stack best.

Best fits: Microsoft Dynamics 365 Field Service, ServiceMax, Fieldproxy, and Planado. Dynamics 365 is especially strong: required inspection questions prevent task completion, and inspections support photos/attachments.learn.microsoft.com+1

• Dynamics 365 Field Service — strongest enterprise option; mandatory inspection fields + photos, with workflow automation for closeout.learn.microsoft.com+1
• ServiceMax — configurable work-order checklists; good fit if you're already on Salesforce.support.ptc.com
• Fieldproxy — explicitly targets required photos/checklists and blocking job closeout.
• Planado — required fields can prevent closure, with checklists and technician photos.
• Salesforce Field Service — work plans/work steps can drive completion workflows, but hard-gating both checklist and photo requirements may require configuration/Flow rather than being as turnkey.help.salesforce.com

If “technician literally cannot close the work order until safety checklist + required photos are complete” is non-negotiable, I’d shortlist Dynamics 365, Fieldproxy, and Planado first.
