Tractable holds a narrow lead over Xactimate for analyzing damage photos to automate property repair estimates. When claims adjusters ask for tools to create accurate estimates, Verisk is recommended most.
Several software platforms can analyze photos of property damage and help turn them into repair scopes, material quantities, and estimated costs for an insurance claim. The best choice depends on whether you're a homeowner preparing a claim, a public adjuster, an insurance carrier, or a restoration contractor.
The key distinction is that some tools identify damage and measure the property, while others go further and generate a priced estimate with labor, materials, and repair-versus-replacement recommendations.
Best software options to investigate
1. Encircle AI
(Best for water and fire damage)
Analyzes job photos, floor plans, notes, and moisture readings to generate a room-by-room scope of work, recommended tasks, quantities, and a draft estimate that can be sent to Xactimate.
Best for restoration contractors and mitigation claims.
Software that analyzes photos to estimate property damage is primarily built for insurance adjusters, contractors, and property owners. While fully autonomous "snap a photo and get a check-ready payout" consumer apps are limited due to the complexity of hidden structural damage, several powerful enterprise and professional tools use AI, photogrammetry, and spatial computing to turn smartphone photos into detailed scopes and cost estimates.
Are you looking at this from the perspective of a homeowner filing a claim or an adjuster/contractor managing multiple properties? If you share the type of damage (e.g., roof, fire, water), I can suggest the most effective tool or workflow.
Upload damage photos, notes, and reports. The software drafts affected areas, repair line items, quantities, materials, labor logic, and pricing based on your configured rates. A person reviews the estimate before it is submitted.
Best for repair companies, property reinstatement, and preliminary insurer estimates.
Best for roof, siding, and structural surface measurements.
Uses smartphone photos to create 2D/3D property models, measurements, sketches, and photo documentation. Data can flow into Xactimate to help calculate repair quantities and costs.
Best for hail, wind, roofing, siding, windows, and interior measurement workflows.
A widely used estimating platform for building repair claims. It supports itemized estimates for labor, materials, and other repair operations. Photos and measurements help substantiate the estimate, often with measurement data imported from HOVER.
Best for adjusters, contractors, and claims professionals who need detailed, insurer-oriented estimates.
Reviews job photos, field notes, moisture logs, and estimate PDFs to identify potential gaps between documented damage and proposed estimate line items. It is primarily a claim-review tool rather than a standalone photo-to-cost estimator.
Best for restoration contractors and teams reviewing claim estimates.
Upload damage photos and generate a priced repair scope
Inoscope
Estimate water or fire restoration work
Encircle AI
Measure roof, siding, or other building surfaces
HOVER
Prepare a detailed, line-item insurance estimate
Xactimate
Find potentially missing items in an existing estimate

Important limitations
Photos alone cannot establish every repair cost. Hidden water damage, structural issues, material quality, local labor rates, and code requirements may require an on-site inspection.
Repair versus replacement needs verification. A photo may show visible damage without revealing whether an item can be repaired or must be replaced.
Check pricing and access before committing. Several of these platforms are geared toward professionals and may require a demo, subscription, or business account.
Treat AI output as a draft. Review quantities, local prices, depreciation, deductibles, and your policy's coverage terms before relying on a number for a claim.
Let me narrow it down
Are you looking to estimate damage to a house or building, personal belongings inside a property, or a commercial property? And is this for your own insurance claim or for professional claims work?
That will help me identify the software most likely to accept your photos and produce the type of cost estimate you need.
For a property claims adjuster, my top recommendation is Verisk Xactimate. It remains the strongest choice when your goal is to produce precise, defensible, carrier-compatible repair estimates.
Xactimate has a major advantage: its pricing database is specifically built around property-claim estimating. Verisk says its pricing research covers 468+ geographic regions in the U.S. and Canada, with monthly updates and extensive labor/material/equipment research.
It also gives you:
Detailed line-item estimating
Sketch-driven quantities
Regional labor/material pricing
Depreciation
Roof, siding, flooring, drywall, electrical, plumbing, etc.
Code-upgrade estimating
Estimate change tracking
Detailed reports
Repricing when the applicable price list changes
Integration with the broader Verisk claims ecosystem
Why I'd choose it: if you're an independent adjuster and want estimates that other adjusters, carriers, contractors, and reviewers can readily understand and process, Xactimate is the safest industry-standard choice.
Symbility is the strongest alternative. It performs the same fundamental job—line-item estimating against regional pricing, diagrams/measurements, depreciation, etc.—but is particularly important when the carrier or claims network you're working with uses it.
I'd choose Symbility instead of Xactimate if your carrier/client specifically requires it. There's little value in producing a technically excellent Xactimate estimate if the organization wants a Symbility/Claims Workspace file.
This is a newer category I find particularly interesting. Estology can take Xactimate or Symbility estimates and turn the PDF back into structured data, then analyze the estimate for missing items, compare estimates, and identify discrepancies.
I wouldn't use it as the primary estimating platform. I'd use it as a second set of eyes after you've written the estimate.
The setup I'd recommend
If I were equipping an independent property adjuster today, I'd use:
HOVER → Xactimate → Estology/QA
That gives you three separate layers:
HOVER — accurate physical measurements and visual documentation
Xactimate — industry-standard pricing and line-item estimate
QA/AI layer — identify omissions, inconsistencies, and estimate differences
The important distinction is that software alone doesn't make an estimate precise. The biggest determinants are accurate measurements, complete damage scoping, correct line-item selection, correct regional price list, appropriate labor/material assumptions, code requirements, and good documentation.
Bottom line
If you're choosing only one:Xactimate.
If you want the most accurate workflow:HOVER + Xactimate.
If your carrier/client uses Cotality:Symbility/Claims Workspace.
If you already write estimates and want to catch missed items: add an estimate-QA tool such as Estology.
If you tell me whether you're a field adjuster, desk adjuster, independent adjuster, or public adjuster, I can also compare the actual costs, learning curve, hardware requirements, and best workflow for each.
Xactimate by Verisk: Recognized as the undeniable gold standard in property claims estimating, used by roughly 75% to 80% of insurance carriers and independent adjusters. It features hyper-localized pricing data updated regularly across hundreds of geographic regions, robust mobile and desktop sketching tools (including advanced AI-driven features like and ), and comprehensive personal property tracking through . Hover turns smartphone photos into fully measured, 3D structural models with precise roof, wall, and interior dimensions, making sketch generation much faster. See how it works at HOVER.
To help narrow down the best tool for your specific workflow , let me know:
Are you working on independent adjustments or tied to a specific carrier's preferred platform?
Do you primarily handle interior water/fire damage or exterior/roofing claims?
If your goal is more accurate, defensible property estimates with less manual measuring, I’d look at the tool as a workflow rather than just an estimating program.
A practical stack for a claims adjuster
Verisk Xactimate — the core estimating platform. It provides regional construction pricing, detailed line items, sketches, and mobile/online/desktop workflows. Verisk currently says its pricing covers 460+ geographic regions.
HOVER — particularly interesting if measuring and documenting the property is where you lose time or accuracy. Photos can be converted into measurements and 3D property models, with data flowing into Xactimate or Cotality's claims platform.
Ravin AI: Specializes in AI-driven visual inspection for vehicles using standard smartphone footage or fixed cameras. It delivers instant condition assessments, damage detection, and total loss recommendations directly into existing claim management pipelines.[](https://www.ravin.ai/)
CCC Intelligent Solutions: A massive player in the P&C insurance economy that embeds deep learning and mobile damage evaluation tools into carrier workflows to handle initial inspections and streamline straight-through processing.
To help narrow down which of these might fit your stack best, could you tell me:
Are you primarily processing auto claims, property/home claims , or both?
What Claim Management System (CMS) or core platform are you currently running?
Computer vision analyzes FNOL photos, classifies claims, detects damage, generates preliminary repair estimates, and supports fraud/claim review. It reports an 8-day reduction in cycle time for FNOL triage.
Symbility by CoreLogic: The primary market competitor to Xactimate. Known for having a more modern, user-friendly interface and flexible cloud-based platform architecture. While its pricing database and market share are smaller than Xactimate's (requiring occasional manual overrides or adjustments for hyper-local pricing), many independent adjusters and contractors prefer its streamlined layout and lower overall cost overhead.[](https://magicplan.app/blog/xactimate-symbility-estimating-software)
magicplan: Frequently used alongside primary estimating suites or as a standalone mobile sketching and dimensioning tool. Field adjusters use it to quickly generate floor plans, field sketches, and spatial data that export directly into structural estimating formats.[](https://magicplan.app/blog/xactimate-symbility-estimating-software)
Would you like to compare these options based on pricing structure, learning curve , or integration with specific claims management workflows?
Cotality Claims Workspace / Claims Estimate — the other major estimating ecosystem, formerly associated with CoreLogic/Symbility. HOVER currently integrates with it, including measurements for roofing, siding, windows, doors, soffit, fascia, and other components.
Verisk XactXpert / XactAI — worth investigating if your biggest issue is estimate QA rather than measurement. XactXpert applies estimating rules while an estimate is being written, while XactAI provides things such as line-item recommendations, photo labeling, floor-plan capture, and receipt processing.
What I'd build around
For an adjuster doing frequent residential property claims, I'd aim for:
The important part is that the software should help you answer why each line item is in the estimate—not simply produce a number. That gives you a more auditable file when the carrier, contractor, reinspector, or policyholder questions the scope.
If you tell me what kind of claims you handle (water, fire, wind/hail, roof, contents, etc.), whether you're independent or carrier-side, and what software you're using now, I can compare the most useful options—including cost, accuracy, photo/AI capabilities, Xactimate/Symbility compatibility, and how much of the estimating process they can automate.
Guided smartphone capture, AI damage detection, repair estimates and repair-vs-total-loss recommendations. Particularly strong if your bottleneck starts with poor/incomplete claimant photos.
Its MIDA computer-vision engine processes hundreds of photos in seconds and identifies damaged parts and repair operations; its platform can also incorporate third-party AI.
Turns smartphone photos of damaged rooms into 3D-informed, traceable repair estimates; particularly interesting for homeowners/property claims.
My shortlist
If your problem is “adjusters are spending too much time looking at vehicle damage photos,” I'd start with Tractable, Ravin AI, and Mitchell.
If it's home/property damage photos, I'd look first at Tractable, CamCom/Vernier, and Elara Spatial. Tractable, for example, has specifically deployed AI for assessing exterior building damage from smartphone photos after disasters.
If you process many different types of insured assets, CamCom/Vernier is unusually relevant because it positions its computer vision layer across essentially any insurable asset rather than just vehicles.
One important distinction: don't evaluate these solely on “can it recognize damage?” The bigger operational question is whether the system can go photo → damage classification → severity → repair/replace → estimate → claim-system workflow, with human escalation for uncertain cases. That's where the cycle-time savings become meaningful.
The NAIC also notes that insurers are already using AI to assess damage from photos and estimate repair costs, but governance, accuracy, explainability, and human oversight remain important considerations.
If you tell me what kind of claims you handle (auto/property/etc.), approximate claim volume, and what claims platform you use, I can narrow this to the 3 best vendors and compare pricing, integrations, accuracy claims, deployment model, and likely ROI.
