If your institution already has a mature PeopleSoft implementation, staying and modernizing may be considerably less risky than replacing it.

For a registrar-led selection, I'd weight the evaluation roughly like this:

2. Registration/enrollment & complex rules — 15%
3. Graduation, degree audit & academic standing — 15%
4. Curriculum/catalog/scheduling — 10%
5. Transcripts, credentials & verification — 10%
6. Workflow, holds, overrides & exception processing — 10%
7. Integrations/APIs/data warehouse — 8%
8. Student/faculty self-service — 5%
9. Reporting/audit/security — 4%
10. Implementation, TCO & vendor support — 3%

Bottom line: If you gave me no other information and asked me to recommend one system for a university registrar, I'd start with Ellucian Banner. But if you tell me your university size, public/private status, approximate enrollment, current SIS/ERP (if any), and whether you're looking for cloud-only, I can give you a much more useful top-3 recommendation with estimated implementation complexity, strengths/weaknesses, and an RFP scorecard.

When I'd choose Workday instead

Workday Student may actually be the better choice if your university is already heavily invested in Workday.

Its Student Records functionality covers curriculum, registration, academic records, grading/GPA, transfer credit, program completion, transcripts, academic policies, and self-service.
