Tool	Offline	No subscription	Real-time collaboration	Best for
OpenPencil	✅	✅	✅ P2P	Figma-style design
Penpot	⚠️ Self-hosted	✅	✅	Professional UI/product teams
tldraw	✅	✅	✅ LAN	Whiteboards & diagrams

Finding a tool that checks all three of your boxes—collaborative, works offline , and no subscription/free —is tricky because true real-time collaboration inherently relies on network communication (either a cloud server or a local network connection).

However, depending on whether you mean "collaborative by passing files/local sync" or "collaborative via a local server," a few open-source and local-first options fit your needs:

Penpot — The premier open-source, web-based collaborative design tool (the open-source alternative to Figma). Because it is open-source and free, you can self-host it locally via Docker on an internal network or machine. While it isn’t traditionally "offline-first" as a standalone desktop app for multi-user real-time editing, running a local instance via Penpot Self-Hosting Docs allows you and a team on the same local network/Wi-Fi to collaborate completely free and offline without touching external cloud servers.[](https://community.penpot.app/t/self-hosted-offline-setup-questions/9323)[[2](https://community.penpot.app/t/how-can-i-make-penpot-work-offline/51)](https://community.penpot.app/t/how-can-i-make-penpot-work-offline/51)
Graphite — A forever-free, open-source vector graphics and procedural design editor that operates locally. It is built as a web app that can run offline, and the project roadmap includes native multi-user live collaborative editing. It’s lightweight and great if you want a zero-cost vector tool that doesn't lock you into a cloud ecosystem.[](https://graphite.art/)
Sketch — While not free/subscription-free (it requires a paid license), Sketch does offer a true offline mode allowing you to disconnect, work locally on files, and sync changes later—though it fails the "no subscription" requirement. For a truly free desktop workflow, traditional non-real-time tools like Inkscape allow seamless offline collaboration if you share .svg files locally via a version control system like Git or a local network drive, though it lacks live co-editing.[](https://www.sketch.com/)

To help narrow down the best setup:

Do you mean real-time live collaboration (like Google Docs/Figma) with people in the same room/local network, or async collaboration (passing files back and forth)?
Are you comfortable running a local Docker container on a machine to act as a private server, or do you strictly need a stand-alone desktop app?

Finding a design program that is completely offline, non-subscription (perpetual/one-time license) , and also built for teams is a massive challenge in today's software market.

Because "team collaboration" inherently requires sharing data, modern software companies have shifted almost entirely to cloud subscriptions (like Figma or Adobe Creative Cloud). However, depending on your definition of "team" (whether you mean simultaneous real-time co-editing or just passing files back and forth on a local network), a few traditional and specialized categories fit parts of your criteria.

The Core Catch

True real-time co-creation (two people moving shapes on the same screen at the same time) requires a server or internet connection.
Asynchronous team workflows (Person A designs on a local machine, saves the file to a local network drive or USB, and Person B opens and edits it later) can be done offline with perpetual software.

Viable Options & Categories

Affinity Suite (Affinity Designer, Photo, and Publisher)
- What it is: A powerhouse vector, raster, and layout suite that serves as the closest professional alternative to Adobe Illustrator, Photoshop, and InDesign.
- Pricing: One-time perpetual purchase (no subscription).
- Team/Offline Status: They operate completely offline on local desktop machines. They do not have live cloud collaboration, but teams can easily share and pass .afdesign or .afpub files back and forth via a local network-attached storage (NAS) or a shared drive.
Local Network CAD & 3D Tools (e.g., Rhino or AutoCAD with Network Licenses)
- What it is: Professional 3D modeling and computer-aided design software.
- Pricing: Historically offered with perpetual license options (though increasingly pressured by subscriptions, Rhino still offers perpetual non-subscription licenses).
- Team/Offline Status: You can set up a local floating/network license server on an internal office machine. Team members pull a license from that local server over an internal LAN. Once activated, it requires zero internet connection , just an active local network. Files are shared locally.[](https://www.reddit.com/r/Machinists/comments/1vcop7j/best_offline_cadcam_software_with_perpetual/)
Open-Source / Local-First Tools (e.g., Blender, Inkscape, GIMP)
- What it is: Free, open-source graphic design and 3D modeling software.
- Pricing: 100% free (no subscriptions, no licenses required at all).
- Team/Offline Status: Completely offline-capable. Teams collaborate by managing file versions locally (using a local Git repository or manual folder structures on an office server). There is no built-in team management dashboard, but it completely sidesteps both the internet and subscription requirements.

To help narrow down the best setup, could you let me know:

What type of design your team is doing (UI/UX, vector illustration, 3D modeling, or document layout)?
Do you need simultaneous live editing on the same file, or is passing files back and forth acceptable?
