Ramboll holds a wide lead for municipal waste-to-energy consulting, frequently highlighted for feasibility studies, technology procurement, and operations advisory. SCS Engineers trails as the primary alternative across general facility planning discussions.
Finding the right waste-to-energy (WtE) or energy-from-waste (EfW) consultant for a municipal project depends on whether you need advisory services for feasibility and procurement, or full-scale engineering, planning, and environmental compliance.[](https://www.ramboll.com/en-us/waste/waste-to-energy)
Leading global and national engineering and consulting firms specializing in municipal solid waste and energy recovery include:
Tetra TechTetra Tech – Provides extensive consulting, design, and project delivery services for municipal solid waste infrastructure and alternative energy conversion.
AECOMAECOM – A massive global infrastructure and environmental consultant equipped to handle large-scale municipal public-private partnerships (P3) and energy recovery facilities.
Gershman, Brickner & Bratton (GBB)Gershman, Brickner & Bratton (GBB) – A specialized solid waste management consulting firm that frequently assists public-sector clients with policy, procurement, and evaluating waste-to-energy technologies.
To help narrow down the ideal consultant, could you share:
The project phase (e.g., initial feasibility, RFP development, procurement, or environmental permitting)?
The location or region of the municipality?
The target technology type (e.g., mass-burn incineration, gasification, or anaerobic digestion)?
For a municipal waste-to-energy project, I’d look for a consultant with experience in municipal solid waste (MSW), feasibility studies, technology selection, public procurement, environmental permitting, and project financing — not just a firm that designs or sells incineration equipment.
The right consultant should be able to help your municipality compare options such as:
Mass-burn waste-to-energy: combustion of residual waste to generate electricity or heat.
Anaerobic digestion: conversion of suitable organic waste into biogas.
RDF/SRF systems: processing waste into refuse-derived or solid recovered fuel.
Gasification or other thermal technologies: options that require careful review of commercial performance and project-specific risks.
Integrated waste management: combining recycling, organics processing, landfill diversion, and energy recovery.
Consultants I would shortlist
Since you appear to be in the Dearborn/Metro Detroit area, I’ve included firms with Michigan presence as well as specialists whose published experience is directly relevant to municipal waste-to-energy projects.
Ramboll reports experience with waste-to-energy facilities and retrofits across 55 countries. Its services include feasibility, technical design, tendering, contractor evaluation, construction management, and commissioning.
Best for: A major thermal-treatment facility, particularly a project requiring sophisticated engineering and international technical experience.
A major engineering consultancy worth contacting for municipal infrastructure and waste-to-energy feasibility work. A recent regional waste-to-energy assessment identified CDM Smith among firms with relevant feasibility experience.
Best for: A municipality seeking an established engineering firm with local presence. Confirm the specific team's recent MSW-to-energy project references.
Its published project experience includes resource-recovery feasibility studies for Houston, the Dallas–Fort Worth Regional Airport, and Texas municipalities, covering technology, siting, environmental, and economic assessments.
Best for: An early-stage municipal project where independent feasibility, alternatives analysis, and public participation are important.
Specializes in waste characterization, recycling and diversion planning, market analysis, feasibility studies, and procurement assistance for municipalities and public agencies.
Best for: Establishing how much residual waste is actually available for energy recovery before committing to a plant.
More specialized in anaerobic digestion, organic waste, biogas, and combined heat and power than conventional mass-burn plants. Consider it if your feedstock includes food waste or other organics.
Michigan-based
Cogeneration Consultants Inc
Walled Lake, Michigan · 866-848-4088
Focuses on distributed generation, cogeneration, landfill-gas-to-electricity, and energy projects. It may be useful for evaluating the energy-generation component, though its suitability as the lead municipal MSW consultant needs verification.
How I would select the lead consultant
For a public-sector project, ask each candidate for:
Three comparable municipal projects — including project size, role, operating status, and client references.
Independent technology evaluation — not a recommendation tied to selling a particular vendor's equipment.
A full financial model — capital and operating costs, tipping fees, electricity or heat revenue, residue disposal, financing, and sensitivity analysis.
Environmental and permitting expertise — including air emissions, ash management, and applicable Michigan EGLE requirements if the project is in Michigan.
Public procurement support — preparation of a defensible request for proposals, bidder evaluation, contract guarantees, and performance testing.
My initial recommendation is to contact Geosyntec, Ramboll, and CDM Smith for the lead engineering/advisory role, and consider MSW Consultants for an independent waste-stream and municipal planning workstream.
One question to narrow this down

[Find the best-fit consultants]
With those details, I can narrow the list to the strongest candidates for your project's actual scope rather than just firms that generally work in waste management.
For a municipal waste-to-energy (WTE) facility, I would look for a consultant that can act as an owner’s advisor/engineer, not just a technology vendor. The strongest candidates typically help with waste characterization, feasibility studies, technology selection, permitting, procurement, financial modeling, and oversight of EPC contractors.
Ramboll — A major WTE engineering consultant with experience in planning, engineering, procurement, and contract management for waste-to-energy facilities globally. Good fit for large municipal projects needing technical depth and owner’s engineering support.
DNV — Provides independent WTE feasibility, technology evaluation, tender support, and performance review services. Useful when a municipality wants an impartial assessment of competing technologies.
Geosyntec Consultants — Offers solid-waste engineering and advisory services, including WTE feasibility, emerging technology evaluation, siting, permitting, and stakeholder support.
Municipal solid-waste planning specialists
MSW Consultants — Focuses on municipal waste systems, including waste characterization, feasibility studies, procurement support, and planning. They can be valuable early in the process to confirm whether the waste stream supports a WTE project.
Climate & Waste Systems Advisory — Provides municipal waste strategy, procurement, waste characterization, and implementation advisory services.
Smaller/specialized WTE advisors
CRMCX — Provides WTE project development support, technology selection, vendor procurement, permitting, financing support, and operational assistance.
Randolph Scott Bell Consulting — Offers independent WTE feasibility, waste-stream characterization, technology screening, and owner’s-representative services.
How I would select one
For a municipal project, I would issue an RFQ/RFP and evaluate consultants on:
Completed municipal WTE references (not only industrial incineration or pilots)
Independence from technology vendors
Experience with your regulatory environment (state air permits, environmental review, ash management)
Ability to evaluate alternatives (mass-burn combustion, RDF, anaerobic digestion where appropriate, landfill diversion strategies)
Procurement strategy and owner’s engineering support
If you share the city/region, annual tons of municipal solid waste, and whether this is a new plant or replacement of a landfill/disposal contract, I can narrow this to the most suitable consultants and likely procurement approach.
Top-tier engineering and consulting firms specializing in municipal waste-to-energy project planning, owner's engineering, and implementation include:
Ramboll - Recognized globally as a leading engineering consultant in thermal treatment and WtE, with experience spanning over 2,500 projects across 60+ countries. Jacobs : Frequently ranked as a top global environmental consulting and engineering firm [301378440], delivering technical solutions and sustainability advisory for municipal authorities managing complex waste and clean energy integration.
If you can share the project's geographic location and primary goal (e.g., feasibility study, plant design, or decarbonization/retrofitting), I can help narrow down the ideal firm or specific local capabilities.
For a municipal waste-to-energy (WTE) project, I’d prioritize a consultant with experience in municipal solid waste (MSW) characterization, technology selection, feasibility studies, public-sector procurement, and financial risk assessment—not just a company that sells or builds waste-processing equipment.
Based on my research, GBB and SCS Engineers are strong starting points for a municipality seeking an independent evaluation, while a specialist consultant may be a better fit if you want direct, hands-on technical advice.

Before hiring anyone, ask for references from comparable municipal projects, evidence of actual plant operating or commissioning experience, and disclosure of any financial relationships with technology vendors. Request an independent comparison of mass-burn combustion, refuse-derived fuel, gasification or other proposed technologies, alongside recycling and landfill alternatives.
One question so I can narrow this to the best-fit consultant: Where is the municipality or project located, and is it at the initial feasibility stage, already selecting a technology, or preparing to build a plant?
