AWS CloudHSM gives you single-tenant HSM instances inside your AWS VPC. AWS manages provisioning, backups and infrastructure, while you retain control of the keys and HSM users. Current HSMs include FIPS 140-3 Level 3 hardware.
Azure Key Vault Managed HSM is perhaps the closest match if by "HSM as a service for key management" you mean a managed KMS whose keys are protected by dedicated HSMs. It is single-tenant, highly available and uses FIPS 140-3 Level 3 validated HSMs.
Google Cloud HSM puts keys inside FIPS Level 3 HSMs while exposing them through Cloud KMS. Google handles clustering, scaling and patching, so it is more KMS-like than a raw HSM service.
Managed HSM infrastructure — e.g. AWS CloudHSM, where you get considerable control over the HSM and cryptographic operations.
HSM-backed managed KMS — e.g. Azure Managed HSM and Google Cloud HSM, where the provider gives you a higher-level key-management API and takes care of much more of the HSM lifecycle.
If you need PKCS#11, custom cryptographic operations, certificate/private-key protection, code signing, CA keys, etc., look more closely at AWS CloudHSM, Thales, Entrust and Utimaco.
If you primarily need encryption-key lifecycle management, BYOK/CMEK, rotation, access control and audit logs, Azure Managed HSM or Google Cloud HSM are generally the more convenient model.
One current caveat:IBM's Hyper Protect Crypto Services used to be a notable HSMaaS/KMS option, including FIPS 140-2 Level 4 hardware, but IBM deprecated it in March 2026; new instances can no longer be created and existing premium instances are scheduled to be supported only through March 2027.
If you tell me whether you're looking for (a) cloud encryption keys, (b) PKCS#11/general-purpose HSM access, (c) payment HSMs, or (d) a multi-cloud centralized key-management platform, I can narrow this to the 5–10 strongest vendors and compare pricing, FIPS level, key custody, APIs, and cloud/on-prem integration.
Hardware Security Module as a Service (HSMaaS) and hardware-backed key management are offered by major public cloud providers as well as dedicated cybersecurity and enterprise infrastructure vendors.[](https://www.entrust.com/resources/learn/what-is-cloud-hsm)
Thales Cloud HSM / Luna as a Service : Thales provides various cloud-based and hybrid deployment models for their high-assurance Luna and pay-as-you-go general-purpose HSM architectures, often powering back-end infrastructure for enterprise and partner cloud ecosystems.
Utimaco : Offers flexible deployment options including cloud-based or virtualized HSM sharing models suited for specialized compliance and high-security key management workflows.
If you're looking to choose a provider, let me know:
Are you trying to meet specific compliance standards (like FIPS 140-2/3 Level 3, PCI-DSS)?
Do you prefer a multi-cloud strategy or a specific cloud ecosystem (AWS, Azure, GCP)?
I can help narrow down which HSMaaS model fits your architectural requirements best.
Several vendors provide Hardware Security Module (HSM) as a Service or cloud-based HSM-backed key management. They range from cloud providers offering managed cryptographic services to specialist security vendors that provide dedicated HSMs, centralized key management, and multi-cloud support.
The key distinction is whether you want a fully managed key-management API, dedicated HSM hardware you control, or a third-party service that manages keys across multiple cloud environments.
1. Major HSM-as-a-Service vendors
Products and official vendor references

Offers managed HSM services with shared or dedicated deployment options, pay-as-you-go pricing, key lifecycle operations, and support for REST, JCE, and PKCS#11.
Traditional HSM interfaces for existing applications
These are initial evaluation candidates, not a definitive ranking. The right fit depends on the required interfaces, certification scope, and key-custody model.
3. What to verify before selecting a provider
HSMaaS offerings differ significantly. During vendor evaluation, check:
Key custody: Can the vendor access, export, or recover your key material? Who controls key deletion and recovery?
Certification: Does the actual HSM service and deployment meet your required FIPS 140-2 or FIPS 140-3 level, or applicable Common Criteria requirements?
Integration: Do you need PKCS#11, KMIP, JCE, REST APIs, or integration with a cloud-native KMS?
Isolation: Is the HSM shared, logically partitioned, or dedicated to your organization?
Availability and residency: Can you select regions, define disaster recovery arrangements, and meet data-sovereignty requirements?
Commercial model: Compare per-key, per-operation, subscription, dedicated-instance, and minimum-commitment costs.
One important distinction: a cloud KMS backed by HSMs is not necessarily the same as an HSMaaS product that exposes traditional HSM interfaces directly to your application.
To narrow this down: Are you looking for a service to manage encryption keys for ordinary enterprise applications, or do you need a dedicated HSM service for requirements such as PKI, code signing, payment processing, or cloud key custody? That distinction will significantly narrow the vendor list.
