What I would require in the demo

Don't let vendors win simply by showing you a nice dashboard. For an actual IPP/FOG program, I'd give each vendor the same workflow test:

2. Issue and manage a permit

• sampling frequencies

• calculate/report SNC
• maintain complete audit trail

4. Run an inspection

• mobile field forms
• photos/documents
• deficiencies
• follow-up tasks
• inspection history

5. Handle an enforcement case

• violation → notice → response → escalation
• enforcement deadlines
• correspondence
• complete chronology

6. Manage FOG establishments

• FSE inventory
• grease interceptor/device information
• inspection frequency
• pump-out records/manifests
• violations
• enforcement
• hauler information

7. Produce your annual reports

• Ask them to generate an actual report from your data rather than showing a PowerPoint.

That matters because EPA's current pretreatment requirements encompass general/specific prohibitions, categorical standards and local limits, and a control authority needs to manage industrial users, permits, inspections, monitoring and enforcement as an integrated program.

My recommendation

If I were issuing an RFP today, I'd make the first three demos:

1. SwiftComply → 2. Klir → 3. SAMS IPP&FOG

And I'd make SwiftComply the benchmark that everyone else has to beat.

One other important point: if by "we" you mean an industrial facility that needs to comply with a POTW's pretreatment permit, rather than a municipality/POTW that administers the pretreatment program, the answer changes substantially. The software market is very different for those two use cases.

If you tell me (a) whether you're a POTW/municipality or an industrial discharger, (b) roughly how many industrial users/FSEs you manage, and (c) whether you need GIS/mobile field inspections, I can narrow this to the best 2–3 systems and build you a detailed feature-by-feature comparison/RFP scorecard.

Klir is worth serious consideration if your requirements extend beyond IPP/FOG into a broader water/wastewater compliance and operational data platform.

Its wastewater offering specifically addresses pretreatment permits, FOG, waste haulage, industrial-user information, inspections/monitoring, violations and CROMERR-compliant data transfers.

I'd choose it if: you want pretreatment to become part of a larger enterprise water-data platform rather than a specialized standalone IPP system.

3. SAMS IPP&FOG — excellent specialized alternative

SAMS is particularly interesting because it was explicitly built to manage both FOG and Industrial Pretreatment in a single system. Its capabilities include permits, inspections and program tasks, and it's available online.

I'd choose it if: your primary objective is a dedicated IPP/FOG system and you don't need the broader enterprise platform capabilities of something like Klir.

Aqualy is positioning itself specifically around municipal water/wastewater compliance, with pretreatment, FOG, sampling, industrial users and enforcement in one system. It also emphasizes GIS, field workflows and automated correspondence.

I'd put it on an RFP/demo list, but I'd want to see a real production reference from a utility with a pretreatment program similar to yours before putting it ahead of SwiftComply.
