I am planning a bike tour. Who sells pannier bags?

Yes. For a bike tour, there are several good pannier sellers currently carrying touring-oriented bags:

• REI Co-op — carries Ortlieb, Thule, Two Wheel Gear, REI Co-op, Revelate Designs and others. Their current selection includes waterproof 40L Ortlieb Back-Rollers for about $220/pair.www.rei.com
• ORTLIEB — sells directly, with its Back-Roller, Bike-Packer and other touring panniers. Its Back-Roller Pair is currently listed around $215 and is waterproof.us.ortlieb.com
• Trek Bicycle — sells several Ortlieb touring bags, including the 40L Back-Roller Classic and Bike-Packer Classic.www.trekbikes.com
• Backcountry — currently carries Ortlieb, Thule and other panniers.

A few current options

Ortlieb Back-Roller Classic Panniers

$220.00

Ortlieb Sport-Roller Panniers

Ortlieb Bike-Packer Plus Panniers

$295.00

Carradice Carradry Rear Panniers

For a multi-day touring trip, I'd look particularly at 40–50L total capacity, waterproof construction, and a secure rack-mounting system. The Ortlieb Back-Roller is a very conventional touring setup: 40L per pair and waterproof.www.rei.com

If you tell me your budget (e.g. under $100, $200, $300) and whether you're doing weekend or multi-week touring, I can narrow these down to a few suitable choices.
